DOVER- On Tuesday, lawmakers introduced a measure that would pave the way for Delaware residents to register to vote and cast their ballot in one convenient trip.
Sponsored by Rep. Bill Bush and Sen. Kyra Hoffner, House Bill 88 would amend Delaware’s constitution to allow the General Assembly to set voter registration laws without a deadline before an election.
“Same-day registration has been successfully implemented in several states for decades and has proven to increase voter turnout safely and effectively,” said Rep. Bill Bush.
“The Delaware Supreme Court’s 2022 ruling made it clear that we need a constitutional amendment to allow for same-day registration, and this legislation will make sure the General Assembly can take that step to make voting easier and more accessible for Delawareans.”
By amending the Constitution, HB 88 would make clear that the General Assembly has clear authority to allow same-day voter registration.
Currently, Delaware law sets the last day to register before an election at the “fourth Saturday prior to the date of the election,” close to a month before Election Day.
HB 88 would also require the General Assembly to ensure that any laws passed include measures to protect the accuracy and integrity of voter registration, such as requiring voters to present valid photo identification or documents that verify their name and address.
“In navigating today’s fast-paced society, allowing for an amendment like this would take down any extra barriers Delaware must overcome to remain active civic participants,” said Sen. Kyra Hoffner.
“As legislators, we want all Delawareans to be able to cast their vote and let their voices be heard.”
23 states and Washington, D.C. allow for same day registration.
HB 88 has been assigned to the House Administration Committee.
