DOVER – Following the November 3rd General Election, which delivered a supermajority of Democrats to the Delaware House of Representatives, the House Democratic Caucus met Wednesday to elect its leadership for the 154th General Assembly.
During the caucus reorganizational meeting, members selected Rep. Melissa Minor-Brown as speaker-elect, Rep. Kerri Evelyn Harris as House Majority Leader, and Rep. Cyndie Romer as House Majority Whip.
“I’m honored that my colleagues have put their faith in me to continue serving as Speaker of the House. During my first term, our state was facing truly unprecedented challenges – from attacks from the federal administration which threatened our essential safety net and rights, a cost of living crisis that made energy essentially unaffordable for the majority of residents, and the first property tax reassessment in more than four decades. Through it all, we didn’t lose sight of our priorities, and passed measures to make energy more affordable, increase access to housing, and protect the rights of Delawareans,” said Rep. Melissa Minor-Brown
“There’s a lot of work still ahead, but I’m excited to take it on with this caucus. We have new voices, new perspectives, and a lot of energy coming into our chamber, and I can’t wait to work with each member to make Delaware a place where everyone can thrive.”
First elected in 2018, Rep. Minor-Brown previously served as House Majority Whip from 2022-2023 and as House Majority Leader from 2023-2024. She was elected as Speaker of the House in 2024.
The Speaker is elected by the full House of Representatives, which will take place on the first day of session on January 12, 2027.
First elected in 2022, Rep. Harris previously served as House Majority Whip from 2023-2024. She was elected as House Majority Leader in 2024.
“Delawareans made their voices loud and clear yesterday, and I see that as a call to continue listening, showing up, and doing the work on behalf of the people we serve. The opportunity to continue leading with a supermajority brings an even greater responsibility to approach the work ahead with purpose, humility, and a focus on the issues that matter most to Delawareans. I’m grateful that my colleagues have once again placed their trust in me to serve as House Majority Leader as we continue this important work together,” said Rep. Kerri Evelyn Harris
“I’m proud of what our caucus and the General Assembly have accomplished, but I know there is more work ahead. Our responsibility is not just to communicate well, but to govern well, build trust, and help Delawareans understand not only the decisions we make, but why we make them. Not every decision will be easy or popular, but they must be guided by what we believe is in the best long-term interest of Delawareans and our state. Ultimately, trust is earned through honest conversations, consistent leadership, and a commitment to the people we serve. We must continue giving Delawareans reasons to feel hopeful about the future and believe that meaningful progress is possible.”
First elected in 2022, Rep. Romer has most recently served as chair of the Technology and Telecommunications Committee as well as the Sunset Committee.
“It is an honor to have been chosen by my caucus to serve as House Majority Whip for what I know will be a phenomenal legislative session, alongside two women who have my utmost respect,” said Rep. Cyndie Romer.
“The past few years have been incredibly difficult for Delawareans across the board, and while we have had many successes, we have a long road ahead of us to make Delaware a safe and thriving place for all. I am ready and energized to work with my colleagues within the Majority caucus, across the aisle, and in agencies and organizations across the state to get things done for the people that we serve.”
Nine new members joined the Democratic Caucus after Election Day, boosting the total number of House Democrats to 30 – a constitutional supermajority. The nine new members the House Democratic Caucus welcomed to the legislature are: Rep. Michelle Booker (2nd District), Rep. Branden Fletcher-Dominguez (3rd District), Rep. Gregg Lindner (4th District), Rep. Rae Krantz (6th District), Rep. Ayanna Khan-Flowers (9th District), Rep. Pamela Salaam (16th District), Rep. Dave Redlawsk (23rd District), Rep. Tyeisha Grier (28th District), and Rep. Annie Norman (34th District).
